There are no NPCS that sell weapon upgrades that I'm aware of.

do you mean the Priests of Balthazaar that unlock weapon upgrades for PvP? Because they don't appear until that Henge place.

Not true, there's one in Ascalon near the Arena and there's one in Yak's Bend too.
